2000年3月23日上午,匈牙利共和国驻中国大使白明义在北京接受本刊记者采访。
记者:大使先生到任已有半年多了,作为一位来自欧洲的外交官,中国和中华文化给您的最深印象是什么?
白明义大使:我来中国已有七个月了。这是我初次到中国,过去从来没来过。尽管是第一次来,对于中国,我以前还是基本了解的。因为在匈牙利,人们对中国还是比较关注的。早在上大学时我就读过中国历史,在过去的外交生涯中也接触过不少中国外交官,这次来中国之前在布达佩斯又特意作了一些了解和研究。来北京工作后,在同事们的帮助下,这种了解就更多更直接了。当然,这种了解还很不够的。由于匈中两国地理位置和文化背景不同,过去几百年里所走的道路不一样,要深刻了解中国并不是一件容易的事。这是一个幅员辽阔、历史悠久的国家,她的文化非常深远,要深刻了解她也许需要一辈子的努力。作为一个大使,我当然希望自己能多一点地了解她。
关于中国给我的印象,我想印象较深的是在中国旅行。在中国旅行很有意思,在这里,从建筑上可以发现超现代派的设计。在上海浦东,有很多建筑都给人留下这种印象。而敦煌、莫高窟又给人留下另一种印象,使人感到中国文化的源远流长。这是两个不同的侧面。
我感到中国的建筑在设计上很重视与环境的协调。我到过世界上不少国家,看到很多国家也都有许多 很现代派的建筑,但能像中国这样把建筑与环境和谐协调的不多。中国现代化建设的进程很快,现代化的高层大厦层出不穷,在设计上却避免了单调化,很重视与环境的和谐协调。当然,从布达佩斯来到这里,我也觉得这里的古老建筑好像保留得较少。在布达佩斯,对古老建筑是保留得比较好的。
记者:大使先生刚才说,您接触过一些中国外交官;来中国之后,您碰到的中国人肯定更多了,能否请您谈谈对他们的印象?
白明义大使:中国人给我的印象不错。中国人很友好,也很开朗。只要你用真挚的感情对待他,他就会用同样真挚的感情对待你,或者用更深厚的感情回报你。他们说话算话,比较守信用,说过的话就是诺言,就要努力做到。不但中国的官员,就是普通老百姓也很善良,我有时走在街上,与路人们相遇时,我发现他们都很礼貌,对我很友好。所以我觉得到北京后一直生活在一种好气氛中,在这里工作一点困难也没有。
我对我所认识的中国外交官们的印象也很好。在来中国之前,我曾经被派驻中近东国家。在那里,我与中国派驻这些国家的外交官相处得很和睦,彼此之间很融洽。譬如在也门,我同在那里工作的中国外交官不但工作上关系好,而且私人关系也不错。还有,我与前任中国驻匈牙利大使陈国炎先生的关系也比较好,他现在虽然退休了,但我们彼此之间仍有联系,有时还一起吃饭,尽管工作上没来往了,私交却还是很好。
记者:匈中建交已有50年。请问大使先生,站在新世纪的开端,您对匈中友好的前景有什么看法?
白明义大使:我认为,中匈关系是很稳定、很友好的,两国关系的发展是平稳的。尤其是90年代以来,随着中国的改革开放,两国关系在稳定的前提下发展,而且发展得很好,签署了一系列双边协定。这些协定反映了中匈双方的共识和愿望,从法律形式上保证和促进了两国关系的良好发展。另外,还有一点很重要,那就是中匈两国现在都很注意怎样去深化两国的友好关系。我们可以从这里看到中匈友好的前景。
当然,在两国的友好关系中,经贸合作是一个重要方面。目前,我们两国之间经贸关系落后于政治关系。作为匈牙利一方,我们希望在两个方面得到进一步发展:第一是要减少贸易逆差,扩大对中国的出口;第二是相互扩大在对方的投资。
匈牙利现在正处于加入欧盟的前夕,这就为投资者提供了良好的投资环境。目前,中国在匈牙利也有一些投资,但比较少。我们希望有更多的中国企业、企业家到匈牙利投资,不仅在商业和服务业,也在生产方面投资。据我所知,中国政府是支持中国企业到国外投资的。从中匈双方的愿望来说,要扩大在对方的投资额,这很重要,直接关系到两国经济合作关系能否平稳地发展。
我知道,生活在匈牙利的华人们这几年好多人发展得不错。他们的勤恳精神得到了匈牙利人民的好评。希望他们能在匈牙利有更多的投资。
发展两国经济合作,前景是乐观的。因为现在发展两国友好关系的气氛很好,这种气氛必将推动经济合作的发展。为此我们双方都要多做工作。进一步发展两国间的经济合作,尽管困难很多,但前提条件是存在的。
采访中,白明义大使还就匈中文化交流等问题回答了记者的提问。

An
interview with the Hungarian ambassador to China
Chinese People are Friendly and Optimistic
Mr. Bai Mingyi, the
ambassador of The Republic of Hungary to China, was interviewed
by our reporters in Beijing in the morning of 3rd March, 2000.
Reporter: Mr. Ambassador,
you have been in China for more than half a year. As a diplomat
from Europe, what is your deepest impression about China and the
Chinese culture?
Ambassador: I've been
in China for seven months. I haven't been here before. Although
this is my first time here, I'd known about it in general before.
People pay relatively close attention to China in Hungary. In
early times, when I was a university student, I studied Chinese
history. I also got in touch with lots of Chinese diplomats in
my former career. This time, before I came to China, I specially
did some more research in Budapest. After arriving here, I gained
more and direct knowledge with the help of my colleagues. Of course,
my knowledge about China is far less than enough. China and Hungary
are different in geographical positions and cultural backgrounds.
In addition, the ways they chose to go in the past hundreds of
years were different. It's not so easy to learn about this country
deeper and broader. China is a country with such a vast territory,
long history and deep culture that one might need to make efforts
in his whole lifetime to know about it deeply. As an ambassador,
I of course wish to learn about this country as much as I can.
With regard to impression about China, I think one of the most
impressive things is travelling in China. It's quite interesting.
I find some post-modern architectural designs here. There are
many buildings gave me this kind of feeling in Pudong, Shanghai.
However, Dunhuang and Mogao Grotto left totally different impressions,
which reveal a distant source and a long stream of Chinese culture.
These are two different sides.
I find that the design
of architectures in China is well planed to coordinate to their
surroundings. I've been many countries in the world and viewed
a great deal of very modern architectures in most of those countries.
But few of them can do better than China in this aspect. The progress
of modernization in China is very fast. Despite the boom of modern
high mansions, is monotone well avoided in terms of design. There
is a harmony between construction and the environment. Of course,
coming from Budapest, I also feel that the number of remained
ancient architectures is few. In Budapest, ancient architectures
are preserved fairly well.
Reporter: You mentioned
that you got in touch with some Chinese diplomats before. After
coming to China, you must meet more Chinese people. Would you
please say something about them?
Ambassador: Chinese people give me good impressions. They are
friendly and optimistic. As long as you treat them sincerely,
they will show you the same sincerity, or even more heartily.
They do what they say. They rather keep their promises. They do
their best to fulfil things, since words have been said are promises.
Not only Chinese officials but also common people are kindly.
When I meet people walking in the street, I find they are polite
and friendly. Therefore, I have been living in a satisfactory
atmosphere since I settled in Beijing, and I seldom encounter
with difficulties in work.
I also have a good
impression of the Chinese diplomats that I know. Before coming
to China, I had been appointed diplomat in countries of Near East
and Middle East. I got along well with Chinese diplomats in those
countries. For instance, in Yemen, I had a good relationship with
Chinese diplomats in work, and we were private friends as well.
What is more, I also have a good relationship with former Chinese
ambassador to Hungary, Mr. Chen Guoyan. Although he is retired,
we still keep in touch, and sometimes have dinner together. We
have no working relationship now, but we are good private friends.
Reporter: It has been
50 years since China and Hungary established diplomatic relations.
How do you think about the future of this relation at the beginning
of the new century?
Ambassador: I think
the relation between China and Hungary is very stable and friendly,
and the development of this relation is smooth and steady. Especially
since 90's, the relation between the two countries has developed
steadily along with China's reform and opening. This development
is very well and we have signed a series of bilateral agreements.
These agreements do not only give expression to the common understandings
and wills of China and Hungary, but also ensure and promote the
good development of the relation between the two countries in
the form of law. In addition, there is another important point,
that is China and Hungary now pay much attention to how to improve
the good relations between two countries. We can expect good prospects
of the relation.
Certainly, economy
and trade cooperation is an important aspect of the relation between
the two countries. The economic and trade relations between the
two countries fall behind the political relation nowadays. From
our point of view, we hope further development in two aspects:
one is to reduce unfavourable balance of trade and enlarge the
export to China; the second is to increase investment to the other
side.
Hungary is going to
join the European Union. This provides an ideal environment for
investors. China has some investments in Hungary now, but not
so much. We hope that more and more Chinese enterprises and entrepreneurs
will invest in Hungary, not only in commercial and service industries,
but in manufacturing as well. As I know, the Chinese government
encourages its enterprises to invest abroad. With the respect
of both countries' wills, it is very important to increase the
amount of investments to the other side. This is directly related
to steady development of the economic cooperation relation between
the two countries.
I know many overseas
Chinese in Hungary are successful in these years. Their diligence
is well received by the Hungarians. I hope they will make more
investments in Hungary.
The prospect of our
cooperation in economy is promising because it is now in a good
atmosphere to develop friendly relation between two countries.
This kind of atmosphere must improve the development of economic
cooperation. Therefore, we both sides should make more efforts
to promote this economic cooperation. Although there are many
difficulties, the essential conditions exist.
During the interview,
the ambassador also answered some questions about the interchange
of the Chinese and Hungarian cultures.
